Improve the summary field and make it less jumpy.

The star on the summary field has been moved to the actions area above
the review request, freeing up some space on the summary line.

The summary line now provides enough space to accomodate the text and
the inline editor. Previously, opening the editor would cause the label
and such to shift a bit, but this no longer happens.

Tested this on both Chrome and Firefox. Verified that nothing jumps anymore.
Also tested that starring works on all pages.
