Upgrade Review Board's version of jQuery-UI

Flips our jQuery-UI version up to 1.8.24. Sorry I didn't get this up sooner - slipped off my radar.
I remember testing this quite a bit during the sprint - created some review requests, commented on some diffs, published some review requests, etc. The only issues I could find turned out to be because Djblets hadn't had its jQuery / jQuery-UI updated (which has since been fixed).
