2282: "Open an issue" checkboxes missing on Review Dialog page

What's the URL of the page this enhancement relates to, if any?

I'm not sure that Review Dialog is proper name for this page. I also failed to find it's URL. So here the link to documentation about this page http://www.reviewboard.org/docs/manual/1.6/users/reviews/editing-reviews/#review-dialog


Describe the enhancement and the motivation for it.

We have reviewers who review just code style which is more nice to fix. For them uncheck "Open an issue" checkbox for each comment become nightmare. Review Dialog page shows comments but do not show "Open an issue" checkbox state. So it looks like follow couple enchantments with will help eliminate problem. 

As you shows user comments please shows "Open an issue" checkboxes on Review Dialog page. 

Please make default state of "Open an issue" checkbox configurable. It would be great if it'll be per user.

I'm confused.  Is the "Open an issue" checkbox default actually configurable in 1.6.13 or not?  I just upgraded from 1.5 and I haven't found that configuration yet if it actually is.  Thanks!
