Description

If an SVN URL contains any special characters (e.g.  U+00E4 (ä) "Latin small letter a with diaresis"),
it is not possible to post a review request.  This problem is described in issue #1359, comment #10.
The test was done with Python 2.7 and ReviewBoard 1.6.1.
