rb_install can be called with a module name, user can install or get the guide to install.

rb-install is used by forms.py in scmtools and cmdline/rbsite.py . the guide will be used to appear on the webUI and on the installer wizard. From rbsite, if the install button is pressed, the action sent is "install" which will install the module.
