Fixed an issue that screenshot comment didn't on the right location in Chrome

In Chrome, the offset get from unloaded image is incorrect. Therefore, RB should get the position of an image after the image is loaded.
Tested in FF, IE and Chrome. Tried to comment on different areas of an screenshot. Also tried to resize the browser. It looked good.
