Change the page favicon when a notification bubble appears.

When popping up a notification bubble, showing that a review request
has been updated, we now change the favorite icon. The new icon is the
original with a little green indicator. It goes away when the page reloads
or the user clicks "Ignore" on the bubble.

Tested the updating. When the bubble appeared, the icon changed. When I clicked
Ignore, the icon reverted.
