Setup an empty Style tab under admin/settings.

Added: 
   - reviewboard/templates/admin/style_settings.html (copy of storage_settings.html) 

Altered: 
   - reviewboard/templates/admin/settings.html
   - reviewboard/admin/views.py

Testing Done

Checked to see if the style tab is displayed/is linked to the style_settings.html file

I think this may be a bit premature to put up for review. We wouldn't want it in until we have something useful to go in there, since we'll be cutting a release before long.

So I'd recommend keeping this in you branch for now and bundling it with your first review request that populates the admin UI.

Also, I'd rather this be "Theme" instead of "Style," as "Theme" is a bit more standard for this purpose.
