Fix replies to screenshot comments.

Replies to screenshot comments weren't being saved correctly, in that they
weren't being associated with the parent comment. The 'reply_to' parameter
wasn't being set. This led to the reply never being on the review.

New unit tests pass. I was hitting this with manual testing on the new webui branch, but it works now.
