Add LocalSite rooting for the WatchedReviewRequestResource

This change adds the namespacing and unit tests for starred review requests in
the API.

Testing Done

Unit tests pass.

Given all these, maybe we should just have a global variable, or put it in BaseWebAPITestCase. Not necessary for this change, just food for thought.
