Add LocalSite rooting for the RootResource and ServerInfoResource

This change adds the implementation and unit tests for namespacing the
RootResource (/api/) and ServerInfoResource (/api/info/) APIs.

Testing Done

Ran unit tests, looked at the APIs in a browser.
