* Add missing statement necessary to start contributing to Review Board in documentation
* Make more consistent 'python setup.py' to be 'develop' for all packages

This isn't correct. We want post-review installed onto the system.

This is unclear for me because this is tutorial to work with code - not how install post-review in system. So where is tutorial describing how developing 'rbtools' - nowhere?
However even this make You can use 'post-review' command from Your system the only benefit is this post-review will use Python source from git repository instead copy of the source from egg.
So I don't agree with You that this is what should be in this part of documentation.
