Improve the login form style and display info for NIS setups

Improve the look of the login form by giving it a titled box. Also added an info box telling users that they can log in with their standard password in non-built-in auth setups (NIS, LDAP). In these setups, we also just redirect the register page to the login page, whereas before we were showing a 404.
Tested that everything works in a NIS setup.
