This change updates the rb-gateway README to improve documentation as

well as reflect all the recent updates:

Replaced outdated dep/GOPATH instructions with the Go modules

  workflow.
Document all configuration fields.
Document authentication setup.
Document CLI commands.
Document SIGHUP/SIGINT handling.
Just refer to LICENSE instead of duplicating the license text.
