Tests on CI for the worker are still failing, with a few more version

compatibility errors. I've updated the clang tests to just reflect the

latest output (since that appeared locally for me as well), and then

made the gotool and cppcheck output parsing and validation more flexible

across versions.
Testing Done:

- Ran unit tests locally.

- Copied gotool and cppcheck changes into the CI environment and

  verified they worked with those versions as well.
