Fix up some dev-requirements for the reviewbot worker.

We were depending on a very old version of pytest-env inside the
worker's dev-requirements.txt file, causing docs builds on CI to fail to
properly set up. We also had a bunch of obsolete stuff for old versions
of Python we no longer support. This change simplifies and updates the
dev-requirements file.
