Update the installer for Ubuntu.

This change adds official support for 24.04 LTS and updates tests to
include that and 25.10 (the most recent non-LTS). The only complication
here is with 25.10, which did the same thing with the libxmlsec package
naming as debian testing.
- Ran unit tests.
- Ran install tests (arm64 only for now).
