This change adds RHEL 10 to the installer. This is substantially similar

to RHEL 9, with only two differences:

We have to add the codeready-builder package repo in order to get

cvs.
There's no epel-next-release package repo.

Testing Done


Ran unit tests.
Ran install tests (arm64 only for now).
