This change adds support for CentOS 10. This is substantially the same
as CentOS 9, except there's no epel-next-release repo. Some of the newer
tgagor/centos images also don't include the right gpg keys, so I've
added a test step to turn off gpg verification for yum.

Testing Done

Ran centos install tests (currently arm64 only, will do amd64 once
everything is done).
