Update rbtools tests to use modern timezone names.

We were using "US/*" timezone names for some tests in RBTools, but these
are no longer included in modern Ubuntu systems by default. This change
updates these to use the modern "America/*" ones instead.
Ran tests and saw that there were no longer timezone-related failures.
