This bumps the Djblets version to 4.1 because we're adding a new
behavior to an interface in this release. Specifically, we're allowing
the ext_css_bundle and ext_js_bundle template tags to accept a wider
variety of values for their name argument (/r/14390).

Testing Done

Ran ./setup.py and ran Review Board's ./setup.py.
