Description

Several pages in the admin (such as the "Users" list) provide some
filters to limit what's shown in the list. These used a variety of
legacy styles, which didn't look good in dark mode. This change fixes
that.

Testing Done

Looked at /admin/db/auth/user/ and saw that the filters were legible.
