We still build Review Board 4 in CI or now, just to help catch issues
with customers on legacy versions of Review Board. Recently, builds have
been failing due to newer releases of python-memcached, which don't work
on Python 2.7.

We now cap python-memcached to 1.59 on Python 2.7.

Testing Done

Tested populating a local environment and verifying compatible versions of
python-memcached.
