Bump the Django dependency and add release notes for Djblets 5.1.1.

This release fixes some CSS style issues in avatars and configforms,
along with some internal changes for code cleanup.We also now depend on Django 4.2.15, the latest security release. This
will ensure users of Djblets and Review Board won't have to manually
update Django.
Build the docs. Checked for spelling errors, bad links, and build errors.
