The docs now include more prominent links to Review Board and Beanbag

and show off further examples of registry usage.
A page for release notes has been added.
The Python package now links to the Registries documentation as both the

docs and homepage links.
Configuration was added for readthedocs.

Testing Done

Built the docs successfully. Checked all the new content for obvious
errors.
