Description

This is a bug fix release, fixing an important regression with posting

changes for review, some regressions with some UI interactions, some

visual issues, and extension static media building. There are also a few

enhancements for extensions and the API.
Note that for the first time, we're moving all development-related

changes into a new "Review Board Platform" section, to help

differentiate these from standard user features and fixes. We can also

use this section to highlight relevant release notes elsewhere.

Testing Done

Built the docs. Checked for spelling errors, build errors, and bad
links.
