This also adds a warning about Django's dropped DB versions like we had
in the Djblets release notes.

Built the release notes and checked for errors in links to public docs.

The issue has been resolved. Show all issues

I feel we should document the versions ourselves in this notice. I want to cover bases, since I bet most people are just going to not click the link and then get bit by an upgrade.

Maybe we can do a "Learn more" on that, which links to the Django docs.
