Font sizes are now set to 13px instead of 11px by default, making text
far more legible on modern screens (and also more consistent with
Review Board's defaults).

The "Add" icon is now a filled circle with a "+" on the inside, rather
than just a plain "+".

A couple of inner radius values have been added for common radius units.

Testing Done

Tested in Storybook and in Review Board.
