Bump the upcoming version to 3.0.

Some of the changes going into this release later how Spina works, or
alter type information. This necessitates a 3.0 release. This change
bumps the version and some of the documentation referencing the former
2.1 version identifier.
Unit tests pass.
Checked for any other references to "2.1".
