Description

In order to make things less confusing, we changed the very
perforce-like "Close > Submitted" to be "Close > Completed".
Unfortunately we missed a few places, such as the labels in the "All
Review Requests" datagrid and the review request infobox. This change
updates those to match.

Ran unit tests.
