Pop up the review dialog when creating a new review.

The "Create a new review" action has been a little confusing since we
introduced it. This change makes it so pop up the review dialog after
creating the draft, making it work much like the old "Review" action.
- Clicked "Create a new review" and saw that it created the draft and
then popped up the review dialog. - Ran js-tests.
