Description

The "Create a new review" action has been a little confusing since we
introduced it. This change makes it so pop up the review dialog after
creating the draft, making it work much like the old "Review" action.

Testing Done


Clicked "Create a new review" and saw that it created the draft and

  then popped up the review dialog.
Ran js-tests.
