This is a small release that fixes manual runs for CI integrations when

there are multiple configurations present for the same review request.
Under the hood, all the CI support has been rewritten to use a new base

foundation, which other extension authors can also build upon.
The Sphinx docs for release notes have been updated to build on Sphinx 6.

Built the docs. Checked for bad links, spelling errors, and build errors.
