This updates the issue tracking docs to more cleanly define and promote

the various options, buttons, and concepts.
The opening paragraphs and the Issue Verification section have had

larger paragraphs with several key points split into one paragraph per

key point.
The "Summary Table" section has been renamed to "Issue Summary Table",

with a reference name set so we can refer to it elsewhere.
Button options and Issue Summary Table concepts have been broken down

into handy bullet points, helping skim what's available.
There's a TODO added for supplying a screenshot for issue verification.

This will be left in until I get around to building new screenshots.

TODOs are now set so they won't show up in the generated docs.

Built and viewed the docs. Checked for bad links, spelling errors, and

build errors.
