This release adds support for Sphinx 6, multi-DPI images, and custom
GitHub URLs.

It fixes incremental builds, bad GitHub links, and unwanted
__annotations__ in generated autodocs.

Testing Done

Built the release notes. Checked for build errors, bad links, and
spelling errors.
