This is a bug fix and feature release focusing on new APIs, enhanced
repository configuration, SSH fixes/improvements, and fixes for edge
cases.

Some of these are backports from the recent 5.0 pre-releases.

There's also some updates to a recent deprecation for
SCMTool.check_repository(), now targeting 6.0, given how late this is
in the lifecycle of 4.x.

Testing Done

Unit tests pass.

Built the docs and checked for build and spelling errors.
