This is the big Cliosoft SOS release. The 3.1 release notes give an
overview of SOS, discuss the usage, the requirements, and point to
further documentation on setting up and using SOS.This also includes some bug fixes for Git and Mercurial, enhanced review
request matching, and API improvements.
Built the docs. Checked for build, spelling, and link errors.
