This updates our existing ClearCase manual entry to include information
about the new PowerPack-based implementation. The old SCMTool is still
available and still documented here, but I've tried to make it clear
that using it isn't ideal.

Testing Done

Built HTML and checked the output.

Is there a good counterpart we can show for Windows users?

Not that I know off the top of my head. I assume that windows users are much more likely to get this information from the management GUIs anyway.

Looks like findstr /c:"family uuid" does it in command prompts, and Select-String "family uuid" in PowerShell.
