Pin the version of django-braces used during development.

Newer versions don't work on Django 1.11. While Review Board pins the
version to avoid this issue, we need to do the same while developing
Djblets.We'll be able to remove this for Djblets 3.0.
Installed packages successfully and ran unit tests.
