This provides new README content in ReStructuredText, included as part

of the package metadata, meaning that it will show up on PyPI. The new

README has some of our standard boilerplate from other READMEs, modern

installation instructions, and formats some of the text to read better

on both GitHub and in PyPI.
The package metadata has been updated to include a list of supported

Python versions and some categorization topics.
Universal wheels are now built using bdist_wheel.

Rendered the new README, and checked for syntax errors and bad links.
Built the package and ensured that the README was included and

contained the new metadata.
