The DiffX spec was getting harder to navigate and to maintain. To keep

things organized, it's now split into 4 files:

The main overview/table of contents (index)
Section/header formats
Section list
Encoding rules

This will leave room for upcoming changes for the metadata grammar and

examples.

Built the docs. Checked all the output, table of contents, and

links/references.
