Reorder the rb-site command line options in the documentation.
Review Request #11489 — Created Feb. 25, 2021 and submitted
The options are now listed in alphabetical order, making it easier to
find options and to maintain the list. There are no content changes
aside from the reordering. An upcoming change will update these to
reflect the current options available.
Built the docs. Saw the new order.
