The installation documentation now lists the new compatible versions of
Review Board and Python. The README has been updated to include the full
list of tools that are supported.

Documentation building has also been updated to include the
reviewbotext module in the Python search path, so that the package
doesn't have to be installed.

Built the docs and went through them, checking the new content.
