This release fixes a bug with Base64Field on Postgres databases,

allows packages to be built using modern versions of Node.JS, and adds a

utility function for creating Django Pipeline configurations using

recommended Djblets settings.

Testing Done

Built the docs. Checked for build errors and bad links.
