Search for files in the CVS Attic Until now, we've been stripping "Attic" out of all CVS paths. This worked for almost all things, except when a change included a file which was "cvs remove"d. This change alters the CVS SCMTool to try both the attic path and the non-attic path. This change is a reimplementation of http://reviews.review-board.org/r/555/
Ran scmtools unit tests.
