Remove mostly useless admin widget collapse feature.

The admin dashboard had a feature that allowed individual widgets to be
collapsed down into just the header. This was always ridiculous, and
just added clutter and unnecessary complexity. This change eliminates
it.
Loaded the admin dashboard and saw that widgets now just had a close
button.
