This change adds release notes for the commits currently on
release-4.0.x. The DVCS section feels like it probably needs to be
fleshed out a lot but I'm struggling on how to write it.

Hi,

I'm wondering about the state of rbintegrations it seems that v1.0 was released on Mar 20, 2018 since then some changes have been made, is a new release of rbintegrations expected before the release of ReviewBoard 4.0 beta? If so should this be indicated in the release notes?

We'll be doing a release at some point before 4.0 lands. At the moment, we probably won't be putting this into the release notes.

Can you say "HTTP 500" errors, so it doesn't sound like we've fixed 500 different errors? In fact, you can use:
