This covers a handful of bug fixes, the addition of branch information

in e-mails, usability fixes for the New Review Request page, and

more careful database synchronization for extension-provided models when

enabling extensions and upgrading Review Board.
Many of the changes going into this release are from UCOSP Fall 2018

students.

Built the docs and read through them. Checked for spelling and build
