3359: Support pasting screenshot from clipboard

It would be nice if I can capture screenshot into clipboard (prtscn in Windows and Ctrl-Cmd-Shift-3 (or 4) in Mac) and then paste directly into review board as screenshot, without going through the file system.

Chrome and Firefox now supports pasting an image from clipboard. In Chrome, it is available in clipboardData.files and in Firefox, you should capture it via a contenteditable.
