Change references from RBTools 0.8 to 1.0.

This updates various bits of documentation to reference RBTools 1.0,
instead of the older 0.8 version. This primarily affects help output and
one of the new command docs.
Built the docs. Checked to make sure all affected output showed 1.0 instead.
